Horseheads Strategic Plan


The Strategic Plan Project

The Horseheads Central School District is currently developing a Strategic Plan, which means we'll be analyzing every major aspect of the district, and we'll use that information to set up a plan to guide us for the next ten years or more. The project will take 12 to 18 months to complete. It began in September 2008.

This important project involves analyzing district operations, involving our community in our work and discussions, and using the data we learn from the analyses to create action plans for the future. Included is an environmental scan, demographic study, facilities capacity study, and the software to assist with planning, along with a community engagement survey involving all stakeholder groups.


Core Committee

A 60-member Core Committee, made up of representatives from district staff, parents, senior citizens, businesspeople, and community members, will guide the strategic planning process. Their meeting agendas and minutes will be posted here.

Task Forces

The Core Committee will designate various task forces needed to reach the goals of our strategic planning process. These task forces will also be made up of representatives from across the community. Their work will begin in early 2009.

Thank you, Senator Winner

State Senator George Winner (R-C-I, Elmira) has given the district a $50,000 grant to assist with funding for the Strategic Planning Project. The grant will help to pay for the $110,000 cost associated with the process. "I'm pleased to support this effort by the district to begin planning for and developing a strategy to pursue many of the goals we share for the future of the region," said Senator Winner. "It's an exciting initiative and one that I'm confident will produce meaningful benefits for the school, the students, and the community at large."

"We're grateful to Senator Winner for his support and encouragement," said Horseheads Superintendent Ralph Marino, Jr., Ed.D. "The strategic planning process is critical to our continued quality and improvement. It determines where the district is going over the next ten years."
